Export of education - globalization and problems of education
j) Complaints that socialistic vision of the society was expressed through programs and textbooks is partly justified, and this was done through self-management and Marxism. However there are no scientific analyses, only political condemnations. Euro-builders of capitalism in Serbia, in undemocratic way, introduced civil education, a subject that does not exist anywhere in Europe. The way of organizing and quality of teaching is unknown to public, except some papers and articles that don't express their attitude.
k) In the decade after the War learning of foreign languages was like in many European countries: world languages were learned, but Russian language was thought due to historic and politic reasons. In the last decade learning of languages received political function, became an instrument for renewal of capitalism, distancing from socialism, towards demands of colonization and preparation of youth for European market of cheap working power. English is imposed as a subject almost more than native (Serbian) language, although there are no conditions for teaching English. Transitional expansion of learning English and other European languages in institutions and out of them presents a danger for national interest.
All inclusive analyses education in Serbia
This year in spring, UNICEF, i.e. its office in Belgrade, initiated a project of universal analyses in education in both federal republics. The main goal of this analyses is to determine possibilities for improving educational system in order fulfill the functions that justify its existence. This project is carried out in cooperation with UNICEF, UNESCO and the Ministry of Education in Serbia and Montenegro. There is an expert team that consists of national and foreign experts.
Analysis of education system is very wholesome and it includes:
- detailed analyses of legal obligations and all disadvantages of legal regulations in education;
- precise analyses of equipment used in education;
- detailed analyses of staff (teachers, coworkers, leading staff); their recruiting, education, improvement and possibilities of progress;
- quantitative analyses of economic and financial markers in education (especially salaries and possibilities of their raise);
- analyses of situation in schools and working conditions;
- investigating position of students, their perception of school and their educational achievements.
System of education is under competence of the Republic of Serbia – the Ministry of Education and Sport, and one part of work is under competence of Secretariat for Education. Belgrade, as a university center, has 2 national universities. There are many private schools and universities, 280 primary and secondary schools. Out of 195 primary schools 162 are regular,14 are special primary schools,15 are for art, and 4 are for primary education of the adults. Out of 85 secondary schools - 51 are special schools, 21 are high schools, 8 are school for art and 5 are special high schools. Education includes 230.000 pupils in 500 facilities with 1.100.000 m2 with 22.000 employees. Belgrade is center of high scientific and research institution in all the fields.
Bologna - a code to recognize colonialist intentions
Bologna declaration: “For” or “Against”? Bologna declaration ante portas. Yet, this controversial “project” has not been accepted in Serbia, doubtful towards European offices and their administrators – “the experts for education”. Let’s be reminded how this document is entitled: “Bologna Declaration - European Zone of High Education” – Common report of European Ministries of Education at the meeting in Bologna, June 19, 1999.” This document had been preceded by Lisbon Declaration (1997). Former Minister Gaso Kneževic signed ‘Bologna Declaration’ and contemporary minister Slobodan Vuksanovic got two as a grade in implementation of the reforms that the previous minister had not carried out. At the conference of minister of education in Bergen, Norway (May 18-20, 2006) our Minister for education and sport survived unpleasant experience, together with his co-workers Vesna Fila, Milka Andric and Dejan Milic Subotic. He sayed: “We could have got zero, but the University of Novi Sad helped us (by breaking the law and applying Bologna declaration?!). Accordingly, when needed the minister may praises those who break law and pedagogy! Similar mistakes and nonsense are praised by foreigners and they encourage us as “perspective” nation!
